Status Report on Corrective Action for the San Onofre Nuclear Generating Station (SONGS)

In accordance with our memorandum of July 14, 1981, I am transmitting a copy of correspondence from the Southern California Edison Company which reports on progress of corrective actions being taken in response to the FEMA evaluation of June 3, 1981.

Region IX reports that the Utility and the Interjurisdictional Planning Committee reflect work is on going to address corrective actions. No scheduling of demonstration of corrective action has been indicated at this time.

Progress is considered to be satisfactory at this time.

Progress Report Action Plan To Address FEMA's Evaluation Dated June 3, 1981 The purpose of this letter is to report on the status of action which has been taken beyond that given in my last report dated July 16, 1981, concerning Emergency Planning for the San Onofre Nuclear Generating Station.

1. The subject action plan mentioned in item (1) of my previous report is presented in the format of a schedule/

milestone chart in the enclosure to this letter.

2. The set of SOP's mentioned in item (3) of my pre vious report has undergone review, discussion, and revision by the Interjurisdictional Planning Committee ("IPC").

This work is proceeding on schedule.

3. Construction of the public alert (siren) system, mentioned in item (4) of my previous report, is now 100% complete.
4. The interagency telephone system has been expanded to provide telephones at the San Diego and Santa Ana offices of the California Highway Patrol, The system has also been improved by the installation of speaker monitors at each EOC.
5. Plans have been developed regarding improving the physical arrangement of the interim-EOF.

6. Followup advertisements have been published in local newspapers regarding the availability of the brochure mentioned in item (6) of my previous report. Several specific elements of the public education program are nearing completion such that progress on the overall program is judged to be 75%'

complete.

I continue to-believe that the effort being exerted by SCE and the effected local jurisdictions is producing results which will satisfactorily resolve all subjects of concern to FEKA in a timely manner.

Progress Report Action Plan to Address FEMA's Evaluation dated June 3, 1981 The purpose of this letter is to report on action which has been taken to date by SCE in response to the "Interim Findings and Determination Relating to the Status of State and.Local Emergency Preparedness for the San Onofre Nuclear Generating Station" issued by your headquarters office dated June 3, 1981.

An action plan has been developed -which we believe addresses fully the subjects considered to be significant from the standpoint of the FEMA evalua tion of emergency -preparedness. A summary of the planned action is given in enclosure (2) of the SCE letter to Mr. Grimes (NRC) dated June 26, 1981 (copy to you).

2.

A formal interjurisdictional planning committee

("IPC") has been formed to coordinate and expedite San Onofre emergency planning activities for the time being. Each of the primary response juris dictions, including SCE, is represented on the IPC, and coordination for the committee is provided by the San Clemente representative.

'The IPC currently has SCE's action plan (mentioned above) under consideratign.

3. SOP's covering all critical.areas identified in the FEMA Interim Findings have been drafted and distributed for review by the IPC.

It is expected that the final details will be developed by a sub committee of the IPC suchthat SOP approval can occur around September 1, 1981.

4. At the present time, more than.50% of the -public alert (siren) system has been constructed.

It is expected that 32 of the 40 new sirens, including all five remote control panels, will be operational by August 1, 1981.

5. SCE has made arrangements with outside organiza tions to develop and provide all training required to accomplish the action plan goals.
6. SCE has commenced a public information program which is responsive to Section II.G.1 and 2 of NUREG-0654/

FEMA REP-1. A brochure has been distributed to all residents within the plume exposure pathway emergency planning zone which covers the subject matter given in -Section I.G.1 of NUREG-0654.

Jointly prepared flyers for recreational beach visitors have received local approval and are under review by State Parks headquarters. These flyers will be distributed by parks employees to all visitors which number approxi mately 400,000 annually..

At the present time, work is ongoing which addresses every subject in the action plan, and reports will be prepared periodically to inform you of the progress being made.

Emergency Preparedness and Support of San Onofre Nuclear Generating Station (SONGS)

In your June 18, 1981, memorandum you asked that we:

1) Specify which of the deficiencies identified in the State and local plans and joint exercise in support of SONGS must be removed to allow a FEMA finding of.adequate offsite preparedness;
2) Provide a schedule of actions FEMA is taking to reassess the offsite preparedness;
3) Clarify that the evaluations included in our June 3, 1981, memorandum do not apply to the low power operation of SONGS.

Item 3 is the subject of a separate memorandum.

The substance 6f item 2 was the subject of a letter to you dated June 26, 1981, from K. P. Baskin, Manager of Nuclear Engineering, Safety, and Licensing, Southern California Edison Company. We have confirmed with FEMA Region IX that enclosures I and 2 of this letter represent agreed positions concerning FEMA's major concerns, what needs to be done to correct them, and SCE's proposed actions (including training) to assist in correcting the deficiencies.

FEMA Region IX will monitor the actions promised by SCE particularly as they relate to the State of California and the local jurisdictions.

FEMA Region IX will provide us with a monthly status report, which we will make available to you, beginning with the period through July 31, 1981.

This report will include requirements for, and the results of, any tests, drills, or a mini-exercise. Our current assessment is that another complete exercise will not be necessary but rather several limited ones to test specific systems or procedures.

The October 15,

1981, date for essentially completing the corrective actions would allow FEMA Region IX to complete its evaluation we anticipate providing NRC with FEMA findings and determinations about November 1, 1981.

This timing assumes that the State and local governments will make commitments that complement the commitment made by SCE.

FEMA will encourage the State and local governments to make such commitments.

Please keep in mind that these commitments could be affected by the expressed desire of the State of California for Emergency Planning Zones larger than required in NUREG/0654 FEMA-REP-1, Rev 1.
