IV. NRC STAFF STATEMENT OF MATERIAL FACTS AS TO WHICH NO GENUINE ISSUES EXIST TO BE HEARD AS TO SAN ONOFRE UNITS 2 AND 3 AND AFFIDAVITS Pursuant to the provisions of 10 C.F.R. § 2.749(a), the NRC Staff hereby states the following as material facts as to which no issues remain to be litigated:

1. That the Applicants' Environmental Report used a projected cost of $42 per pound of U308 with a compound escalation rate of 7% for the future.
2. That adequate supplies of uranium exist to fuel the San Onofre Nuclear Generating Station, Units 2 & 3 for their projected 30-year lifetime.
3. That uranium prices hit a high of the low $40's/lb. of U308 and that since 1977 prices have been decreasing, with a current spot price in the low $30's/lb.
4. That Applicants' 1977 projected cost of $51.45/lb. for 1980 is more than reasonable in light of the current spot prices of uranium.
5. That even if the price of uranium were to increase drastically, the cost/benefit balance for the San Onofre Units 2 and 3 would not be 80082 0 01W

-2 tipped in favor of non-operation of the plant because uranium fuel costs are but a small percentage of the operational expenses of running a nuclear power plant.
