Dear Mr. Wharton:
This is in reply to your letter of December 20, 1979, requesting that future meetings between the Applicants and Staff regarding the seismic design of San Onofre Units 2 and 3, be.held in California so that Intervenors may attend, and further requesting that a meeting between Intervenors and the Staff to discuss seismic design and "evacuation requirements" be arranged.
I have discussed your requests with the appropriate Staff members and have.
been advised that they are generally agreeable to both. With.respect to the meeting between Applicants and Staff, the meeting will not take place during the week of January 14th as initially thought, but,.rather, will likely.
occur at the end of February or in early March. This timeframe is based on Applicants submittal of responses to the Staff's latest questions on seismology, on or about February 15, 1980; a delay in that submittal would likely delay the meeting further. While the Staff is willing to conduct this meeting in Califor nia, its final decision must await a determination of the date and the manpower availability for-that date, taking into consideration the need for travel time and other Staff commitments. Assuming that these factors are.resolved favorably, the meeting would likely be held somewhere in Southern California.
The Staff is also generally agreeable tomeeting with Intervenors FOE et al.
to discuss seismic matters and emergency planning. We would, of course, like to schedule this meeting to coincide with the Staff's meeting with Applicants on seismic matters to minimize the.time away from the office involved. In regard to seismic matters, the Staff considers it imperative that, for such meeting to have a mutual benefit, Intervenors FOE et al. have a person quali-.
fied by education and experience on this subject attend on its behalf; please let me know who you will have attend. As with meetings between the Staff and Applicants, any meeting with.Intervenors FOE, et al. will be open to all interested persons, including the Applicants, who may attend and observe.
