In accordance with our phone conversation of January 22, 1980, enclosed is a copy of the Commission's Rules of Practice, 10 CFR Part 2. Petitions for leave to intervene should be filed.pursuant to 10 CFR 9 2.714 and, in the case of a nontimely petition, with additional-reference to the factors enumerated in 10 CFR @ 2.714(a)(1)(i)-(v).

Also enclosed for your information, is a copy of the-petition filed by Intervenors Friends of the Earth, et al., in this.proceeding. While this petition is illustrative of 'format, you should be aware that the require ments of 10 CFR 9 2.714 in effect when that petition was filed, have since been changed as reflected in the attached copy of these regulations.
