Subject:

DRAFT-RAIs to PPL REQUEST TO CHANGE TS 3.3.6.1 Attachments: Draft RHR Amd RAI.pdf Mr. Filchner, By letter dated June 6, 2013, (Agencywide Documents Access and Management System Accession No. ML13157A172) PPL Susquehanna, LLC (the licensee) submitted a license amendment request for Susquehanna Steam Electric Station, Units 1 and 2, for Nuclear Regulatory Commission (NRC) review and approval. The proposed amendments would change Technical Specification (TS) 3.3.6.1, Primary Containment Isolation Instrumentation. Specifically, the proposed amendments would add a footnote to Function 6c in TS Table 3.3.6.1-1. This change would allow only one Trip System to be operable in MODES 4 and 5 for the Manual Initiation Function for Shutdown Cooling System isolation.

The NRC staff has reviewed the information submitted by the licensee, and based on this review, determined additional information is required to complete the assessment of the submitted information. Please find attached a Draft Request For Additional Information. It is being sent to you to ensure that the question is understandable, the regulatory basis for the question is clear, and to determine if the information was previously docketed. Please respond to me by Tuesday, November 5, 2013, and advise if you desire to hold a teleconference to discuss the question. The NRC staff will request a response to the RAIs within 30 days of the formal NRC RAI transmittal letter.
