QA PROGRAM CONTROLS -
SEA WALL FOR SAN ONObRE NUCLEAR GENERATING STATION, UNIT.NOS. 2 AND 3 Pursuant to our Oct6ber 23, 1979.meeting with you, J. Hulman, and others concerning the structural adequacy of the sea wall for San Onofre 2 and 3, it is requested that Southern California Edison address the following question pertaining to the QA program controls that the licensee utilized during the design and construction phase and those controls to be used during the operations phase, including main tenance and modifications:
Relative to the design and construction of the sea wall for San Onofre 2 and 3, Southern California Edison (SCE) is requested to describe the.
QA program controls that were applied to these activities, and the QA program controls that will apply to any potential work in the future (e.g., maintenance/m*pifications) during the operations phase. The response should address the extent to which the QA program controls meet each of the applicable criteria of Appendix B to 10 CFR 50 and the Regulatory Guides, ANSI standards, and criteria identified in Section 17.1 of the Standard Review Plan (NUREG-75/087), "Quality Assurance During the Design and Construction Phases."
