SUMMARY
OF SAN ONOFRE SEISMOLOGY MEETING On September 13, 1979, the NRC staff met with the applicants, the United States Geological Survey (USGS), staff consultant Dr. David Semmons, and the California Division of Mines and Geology (CDMG) in Menlo Park, California. Attendees at the meeting are given in Enclosure 1.
The purpose of the meeting was to discuss the Woodward-Clyde report, nReport on the Evaluation of Maximutm Earthquake and Site Ground Motion Parameters Associated with the Offshore Zone of Deformation, San Onofre Nuclear Generating Station," June 1979.
The meeting agenda is given in Enclosure 2.
Following the applicant s presentation, the following areas were identified where the NRC staff, the USGS, and CDMG have questions and concerns about the material presented in the Woodward-Clyde report.
- 1. Concerns about the validity of the concept underlying the slip-rate vs. magni tude correlation proposed in the Woodward-Clyde report: What is the theoreti cal basis for such a correlation? Why-are dip-slip earthquakes having large magnitudes.and small slip rates.(such as 1915 Pleasant Valley, Nevada and 1976 Tang Shan, China) not included? Is the apparent correlation an arti fact of the limited historical observation interval and the lower seismicity of faults having relatively small slip rates? How does this method compare with alternate methods of determining magnitude (such as the fault-length method?
- 2. Concerns about the specific slip-rate vs. magnitude correlation proposed:
What were the criteria for selecting the earthquakes used in the correlation?
Why are data from the Bocono, Wairarapa, and Magellenas faults not included in the correlation? What uncertainty bands are associated with each point in the correlation? Uncertainties in magnitude and slip rate should be con sidered. Are all the slip rate values taken over comparable, recent time periods (since slip rates may vary over geologic time)?
- 3. Concerns about the proposed.attenuation model used in propagation of the seismic motion'from the fault to the plant site: What is the basis for the value used for the constant "C" in the attenuation equation? Why was the method described in USGS Circular 795 not used?
How does the'attenuation model used account for "focussing" effects which may occur in the near field?

- 4. Other questions and concerns: Was the Coronado Banks fault considered in the Woodward-Clyde report?
Wereany studies done connecting the Offshore Zone of Deformation/Rose Canyon fault with faults in Mexico such as the San'Miguel. Have 19th century data based on recent translations of Spanish data been evaluated? Has.the 1812 Santa Barbara earthquake been evaluated (Ref: CDMG open file report OFR 79-6 SAC)?
At the conclusion of the meeting the staff stated that its target date for for fal issuance of its concerns and questions to the appli cants was mid-October.
