SUBJECT:
SUMMARY
OF MEETING TO DISCUSS STAFF FIRE PROTECTION CRITERIA On April 27,l 979,.members -of the NRC staff met with the applicants in Bethesda, Maryland to discuss the above subject. Atten-dees at the meeting are given in. 'The objective of the meeting was to share with the applicants the staff fire protection criteria for plants located in seismica:lly active regions.
The staff stated that for such plants, firefighting means must be'available, following, the SSE, to fight fires in any area containing systems necessary.for safe shutdown., Fire hoses and hand-operated equipment is an acceptable fire fighting means.
The staff stated that following the SSE, the facility must have available:
- 1. A source.of water capabT of 150 GPM for two hours. This should be a seismi.c tank or a seismic water system cap'Able of being connected to hose standoipes in areas containing systems necessary for safe shutdown.
- 2. A means of delivering the water, such as pumps.
- 3. Fire detection eq:jipment:
- a. permanently installed equipment in Category I buildings
- b. some backup means to this,- such as inspection of the area following the SSE,.
The staff stated that it is
-not mandatory that all automatic fire-suppression' systems remain functional after the SSE.

2 The staff presented additional material,to further clarify its requirements, including fi're protection questions recently asked by the staff on the Sequoyah docket, staff requirements for alternate shutdown methods, the most recent ver sion of the standard technical specificatitos for fire protection, and draft first round fire protection questions for San Onofre 2 and 3 (see Enclosure 2).
At the conclusion of the meeting its was tentatively agreed that a fire protec tion site.visit by the staff Would be conducted in June 1979.
