Dear Licensing Board Members:
Enclosed are the NRC Staff Further Responses to Third Set of Interrogatories by Friends of the Earth pursuant to the Atomic Safety and Licensing Board's Memorandum and Order (Rulings on Motion to Compel Answers to Interrogatories) of June 3, 1981.
The NRC Staff requested the Federal Emergency Management Agency (FEMA) to prepare responses to interrogatories which deal with the subject of off-site emergency preparedness. The FEMA Responses to Friends of the Earth Inter rogatories are enclosed. With respect to the GUARD Interrogatories, FEMA was unable to provide complete responses within the time directed by the Board which is further explained in the enclosed letter to Staff Counsel from Daniel P. Cosgrove, Esq., Assistant General Counsel for FEMA.
