The Licensing Board has ruled with respect to contentions and schedule ih the San Onofre proceeding. Hearings will be held August 25 -Spftember 4, 1981 and September 14-25, 1981 in Southern California.
Ini-tial testimony from NRC and FEMA Staff with respect to GUARD's contefftfons should be filed August 6, 1981.
I am enclosing-draft-661i1nes for testimony with respect to the GUARD contentions which I have prepared in the names of Ken Nauman and John Sears.
I am forwarding both for coordination purposes.
By copy of this letter, I am also sending the outlines to Ken Nauman by Express Mail given the tight time schedule we are under, Not all contentions are included in these outlines. GUARD Contention 2 has additional subparagraphs K and L which read:
"K. The capability of the EOF to-meet such requirements because of the following shortcomings: lack of clear operating procedures, fragmentation of the facility, lack of management direction and communications, and inadequate size of facility."
"L. Re-entry and recovery plans and procedures."
In addition, the Board has not finally ruled with respect to contentions relative to earthquakes and the plume exposure pathway EPZ size but will do so shortly. Consequently, the outlines will need some supplementation. A current statement of professional qualifications from FEMA witnesses will also be required.
