In accordance with our phone conversation on February 4, 1981, enclosed is a copy of the Licensing Board's January 27, 1978 Memorandum and Order in the San Onofre proceeding ruling on contentions. With respect to emergency planning contentions, see pages 4-5 and 13-15.
As I mentioned during our conversation, I will have to identify witnesses who will appear on behalf of the NRC Staff by February 20, 1981.
Your thoughts and assistance in regard to identifying appropriate witnesses from FEMA in connection with the San Onofre proceeding, would be appreciated. I will be in touch with you on this matter shortly.
