REGION V WAIVER OF COMPLIANCE WITH SAN ONOFRE UNITS 2 AND 3 TECHNICAL SPECIFICATIONS (TS) 3.3.1, "REACTOR PROTECTIVE INSTRU MENTATION," AND 3.3.2, "ENGINEERED SAFETY FEATURE ACTUATION SYSTEM INSTRUMENTATION" In discussions between the Southern California Edison staff and the NRC on February 7, 1991, as discussed in your letters dated February 8, 1991, you

-requested a temporary waiver of compliance with portions of TS 3.3.1, "Reactor Protective Instrumentation," and 3.3.2, "Engineered Safety Feature Actuation System Instrumentation." Specifically, the requested waiver related to operability requirements in Tables 3.3-1 and 3.3-3 for the steam generator level high and low level trip features.

You requested a waiver of compliance with the cited portions of the TS because certain steam generator level instruments had been determined to not meet the operability requirements of the TS. Your verbal request and your letters dated February 8, 1991 stated that this waiver was warranted in that:

The affected instrumentation was still capable of performing its safety function.

The steam generator level instrument setpoints were being reset pending final recalibration of the level transmitters.

Instrument drift was also being monitored by the Redundant Instrument Monitoring System (RIMS) at least daily to verify the reduced drift assumed in your Safety Significance Evaluation.

Based on the above, and after consultation with the Office of NRR, a temporary waiver of compliance was verbally granted on February 7, effective through February 9, 1991. This letter confirms that temporary waiver.
