OF SAN ONOFRE MEETING ON EMERGENCY PLANNING On March 9, 1981, members of the NRC staff met with the applicant in Bethesda, Maryland to discuss the above subject, Attendees at the meeting are given in Enclosure 1. At the meeting, the staff letter of December 17, 1980 regarding the effect of earthquakes on emergency planning was discussed.
The applicant requested clarification of the staff criteria in several areas.
With respect to the size of the earthquake that should be considered, the staff stated that the on-site plan need not address earthquakes larger than the SSE.
Following an earthquake, the applicant should be able to get needed personnel to the plant, to communicate with off-site areas, and to cope with degraded modes of plant operation (although not including design basis accidents).
In summary, the staff stated that the following items should be addressed.
- 1. Ability to transport necessary personnel to the plant to cope with degraded modes of plant operation.
- 2. Communication between the plant and outside agencies.
- 3. Ability to obtain damage estimates, both to the plant and to transporta tion/communication facilities off-site. This information should be available to factor into the decision making process, including recommenda tions to off-site authorities for protective actions after an earthquake.
- 4.
Develop a range of recommendations to offsite authorities that takes into account various degrees and locations of damage to the plant environs.

Attendees at the meeting are listed in the enclosed.
The staff agreed that clarification of this letter would be provided.

OF MEETING ON SAN ONOFRE EMERGENCY PLAN On June 10, 1981, members of the NRC staff met with the applicants' representa tiv2s in Bethesda, Maryland, to discuss the FEMA memorandum of June 3, 1981, entitled "Interim Findings and Determination Relating to the Status of State and Local Emergency Preparedness for the San Onofre Nuclear Generating Station (Units 2 and 3)," John E. Dickey (FEMA) to Brian Grimes (NRC). Attendees at the June 10, 1981 meeting were K. Baskin, R. Dietch, and W. Moody of SCE and E. Christenbury, H. Denton, R. Hoefling, F. Miraglia, F. Pagano, H. Rood, and S. Schwartz of the NRC staff.
At the meeting SCE stated that they intended to c.orrect many of the deficiencies noted in the June 3, 1981 FEMA memorandum, although correction of some of them could take considerable time. SCE indicated that they would like to go forward to the ASLB hearing on emergency preparedness as soon as possible. The NRC staff stated that the staff relied to a large extent on FEMA for a determination of the adequacy of off-site emergency preparedness.
The staff suggested that it would be desirable to correct the off-site deficiencies as soon as possibl'e to minimize potential impacts on the San Onofre 2 licensing schedule. The staff agreed to assist in the determination of what would be required to resolve the issue.
At the conclusion of the meeting SCE stated that their goal was to make San Onofre emergency preparedness as good as or better than that at any other nuclear facility.

OF MEETING ON SAN ONOFRE EMERGENCY PLANNING On May 7, 1981, a meeting was held in Bethesda, Maryland between the NRC staff and SCE to discuss the above subject. Attendees at the meeting were K. Baskin and W. Moody of SCE and R. Hoefling, R. Purple, and H. Rood of the NRC staff. At the meeting, SCE requested information regarding the date of issuance and content of a staff letter to the San Onofre applicants containing a clarification of the staff criteria for consideration of the effects of earthquakes on emergency preparedness at San Onofre. The staff stated that the letter would be issued in the near future and summarized the contents (the letter was issued on May 13, 1981, from Robert L. Tedesco to Robert Dietch and D. W. Gilman, and was entitled "Clarification of Staff Letter of December 17, 1980 Regarding Effect of Earthquakes on Emergency Responses at San Onofre Generating Station").
