Docket Nos. 50-361 and 50-362 Radiological Emergency Response Plans San Onofre Nuclear Generating Station Units 2 and 3 Reference is made to my letter, dated August 18, 1980, which transmitted copies of the Emergency Plan for San Onofre Units 2 and 3. As stated therein, the radiological emergency response plans ("Plans") on the part of state and local government within the plume exposure pathway emergency planning zone for San Onofre were not available at that time.
The purpose of this letter is to provide a status report on the development of such planning documents and to transmit those which are now available.
The following local jurisdictions have written Plans which we believe conform to the criteria set forth in NUREG-0654/FEMA REP-1, Rev. 1, and are engaged in the process of implementation:
- 1. County of Orange
- 2. County of San Diego
- 3. Marine Corps Base, Camp Pendleton
- 4. City of San Juan Capistrano
- 5. California Department of Parks and Recreation, Pendleton Coast Area
- 6. City of San Clemente We are informed that each of the above jurisdictions has officially adopted its Plan and has transmitted or will transmit copies for review by the Regional Assistance Committee (RAC) for Region IX of the Federal Emergency Management Agency (FEMA).

Mr. Frank Miraglia February 26, 1981 In addition, a plan has been written for the following jurisdiction, the status of which is indicated below. This plan will be submitted to the NRC when it becomes available.
Plan Status State of California
- a. First draft completed on January 23, 1981.
- b. Final draft expected to be submitted to the California legislature for approval by March 22, 1981.
- c. Legislative approval date is not yet determined.
The Plans listed above constitute the complete set of plans on the part of State and local government to meet the standards for offsite emergency response plans set forth in 10 CFR 50.47(b) for the plume exposure pathway emergency planning zone.
Additionally, as further indication of the degree of coordination involving the above set of Plans, a procedural document has been prepared which is referenced by each of the local plans and is entitled:
"Interagency Agreement and Evacuation Procedure for the San Onofre Plume Exposure Pathway Emergency Planning Zone" (December, 1980) (IAEP)
This document is also under review by the RAC in conjunction with the Plans which were submitted by the various jurisdictions discussed above.
Ten (10) copies of the IAEP are also enclosed for your use.
