ENCLOSURE CONSIDERATION OF PROBABILISTIC RISK ASSESSMENT (PRA) FOR SONGS 2 AND 3 The TMI-2 Action Plan (NUREG-0660) identified tasks related to reliability engineering and risk assessment for nuclear power plants (Task II.C).

The first phase of these tasks is the Interim Reliability Evaluation Program (IREP) which covers five plants and whose principal objective is to develop a standard methodology that can be used to evaluate all plants under a subsequent task identified as the National Reliability Evaluation Program (NREP).

Currently, arrangements have been made among the NRC, AIF, IEEE, and the ANS for the cooperative development of a common PRA methodology which,.if successful, likely would be used for the NREP in lieu of the methodology being developed under IREP.

The licensees of the Indian Point Units 2 and 3 and Zion, and the Limerick applicant are conducting PRA studies because these sites are located at high population density sites (SECY-81-25). The prioritization of sites with regard to population density (SECY-81-25) has shown San Onofre to be an "average" site and thus we concur with the ACRS that PRA need not be performed prior to licensing of the plant. Naturally, PRA activities under NREP would include SONGS 2 and 3. However, the details of NREP have not been developed.
