SUBJECT:

SAN ONOFRE 2/3 SER On January 6, 1981 we provided NRR Division Directors a status report.

on the San Onofre 2/3 SER (enclosed). That memorandum identified 55 open issues that existed as of that date. As a result of st4ff effort and applicant cooperation in the past two weeks, substantial gains have been made in resolving many open itsues in the San Onofre 2/3 SER. As of today, one item (56) has been added to the list and 37 items have been resolved (see annotated list in enclosed memorandum).

The remaining 19 items can be characterized as follows:

(1) Item 49 - All TMI issues to be discussed in SSER (2) Item 40 - Emergency Planning:

long-term issue requiring FEMA/

State input to resolve (3) Item 48 - Financial qualifications: traditionally an item not closed until late in review.

(4) Sixteen non-TMI items open. Of these, six (items 7, 11, 16, 17, 18, and 41) have the potential to be resolved prior to a February 1 SER publication date.

As a result of the efforts to date, it is our view that:

(1) The San Onofre 2/3 SER should be issued in early February even though the number of non-TMI open items will be in the range of 10 to 17 (ACRS meeting subsequent to issuance is recommended),

(2) The TMI requirements and closure of the majority of the remainder of non-TMI issue will be covered in an April 1981 SSER (ACRS meeting subsequent to issuance is recommended); and (3) Final SSER will be issued in July 1981 to address outstanding and ACRS issues.

The basis for the above recommendations is:

(1)

The February 1981 SER represents a significant step in resolution of non-TMI issues and its issuance would permit reviewer& to now focut on TMI issues.

(2) Issuance of the SER at this time will permit d4'covery to proceed to early termination on the dewatering well cavity contention, and will allow this issue to be addressed in the ASLB hearing at an early date.

(3) The applicant has committed to provide all information required to resolve TMI requirements (NUREG-0737) and other outstanding non TMI issues by mid-February (There are a number of confirmatory analyses to be provided to fully close some issues - most of these will be provided by April or earlier).

STATUS OF SAN ONOFRE 2/3 SER We are schedu ed to issue an SER for San Onofre 2 and 3 on February 1, 1981.

We iave just completed a series of meetings (December 15-18, 1980) with tte applicants and twelve review branches to discuss open items yet to be resolved. The enclosed table is a list of the current open items as they presently exist in the SER drafts or questions that have beei submitted to DOL.

For each open item the following information is given:

(1) the cognizant review branch: (2) responsibility (staff or applicant) for the next action on the item; (3) the scheduled date for next action; and (4) the projected date for SER input to DOL closing out the open item.

Where the res~onsible party was unable to provide a date, or was not availablethe date columns contain question marks. The last column in the table indicates the status of the item, identified by code letters as follows:

R - issue has been resolved. If staff has action, SER input is needed.

If applicant has action, confirmatory documentation is all that is required.

D - issue appears to be difficult to resolve in a timely manner, or requires major plait changes.

At the conclusion of our recent series of meetings with the applicant, the applicant expressed concern about the following issues:

UN 6 1981 Items (53).

CENPD-183 review (CPB-TH) - The San Onofre 2 and 3 application depends on this topical report; however, staff review of the document has been terminated, and no schedule has been developed for resumption of our review. Since the review of this topical may take several months, this item requires management attention to assure that resources are applied to this review to minimize the impact on San Onofre 2/3 review.

Item (38).

Tornado protection for AFW turbine line (ASB) - The applicant believes that our requirement for tornado missile protection for this line exceeds SRP requirements, since both diesel AFW trains would still be available following a tornado. This item requires management attention to assure that the acceptance criteria to be used in consistent with the SRP Item (33).

Loss of CCW to RCP's - The staff is requiring IEEE-279 instrumentation to detect loss of component cooling water to the reactor coolant pumps. The applicant believes that this requirement exceeds the SRP requirenents. This item requires management attention to assure appropriaite staff position has been provided to the applicant.

Items (9).

Shutdown Equipment Seismic Review and (10).

Independent Piping Analysis - The applicant requested that we accelerate the documentation (by our consult int, ETEC) of these items, so that they could be resolved in mid-January ind hence be included in our February 1, 1981 SER. The applicant believes our consultant has been provided, in a timely manner, with sufficient information to complete this task.

Item (29).

Containment sump vortex testing (RSB) - During the recent meetings, the staff requested that the applicant consider the pipe break jet impingement and air entrainment effects on the containment sump.

The staff requested that all possible pipe breaks be considered. The applicant's position is to consider only the pipe breaks called for under our high-energy line break criteria defined in the applicable branch technical position.

Item (28).

Containment purging (CSB) - The applicant installed an 8" mini-purge system to comply with BTP CSB 6-4. However, we are now restricting purging operations 90 hours0.00104 days <br />0.025 hours <br />1.488095e-4 weeks <br />3.4245e-5 months <br /> per year. During recent meetings, the applicant was informed that a new purging position was under development. The applicant requests early resolution of the modifications to staff's new-purge position and questions the applicability of the purge position (current or modified) to its design.

3-3 In addition to the above, the applicant stated that, in his opinion, many of the items marked "applicant action" in the enclosed list are items for which the staff has the majority of the requested information in hand, and the staff could prepare SER input with information now in hand and as amplified during the recent meetings.

Items in this category include item (17) Core Protection Calculator (CPB-TH) and item (25) RSB 5-1.

We request that you review the above items to determine whether the applicants concerns are warranted, and take appropriate action to expedite their resolution where possible. In addition, there are several areas where, in our view, resolution of open items is being delayed by the assignment of the reviewers to other tasks. The items are resolved and only require preparation of staff SER input. These include:

Finally, we request that you review all the dates and question marks in the date columns in the enclosed to determine whether the dates can be improved and to provide dates for those items which no commitment was made by review branches. Please provide this information to Harry Rood, San Onofre project manager by c.o.b. January 9, 1981.

This information is necessary to cetermine the viability of the San Onofre 2/3 review which has already been identified to Congress as an impacted plant.
