Docket Nos. 50-361 and 50-362 San Onofre Nuclear Generating Station Units 2 and 3 Enclosed are sixty-three copies of Amendment No. 23 to the Final Safety Analysis Report (FSAR) for the San Onofre Nuclear Generating Station, Units 2 and 3 Operating License Applications. This amendment contains (1) responses to NUREG 0737, Clarification of TMI Action Plan Requirements, dated. November, 1980, (2) revisions to the Emergency Plan (3) responses to additional questions transmitted to SCE by NRC letter dated November 7, 1980, and (4) miscellaneous corrections, clarifications and additions to the FSAR information.

Also enclosed are forty copies of Amendment No. 5 to the "Fire Hazards Analysis and Comparison with Appendix A of NRC Branch Technical Position 9.5-1, October, 1977."

Amendment No. 5 to the Fire Hazards Analysis consists of changes in response to NRC requests during meetings held the week of January 12, 1981 in Bethesda, Maryland.

The responses to NUREG 0737 were previously transmitted to the NRC by letter dated February 2, 1981. These responses were discussed with the NRC staff in Bethesda, Maryland during meetings held the week of February 9, 1981. Amendment No. 23 transmits revisions to the FSAR consistent with the responses and clarification requested during the meetings.

Direct distribution of Amendment No. 23 to the FSAR and Amendment No. 5 to the Fire Hazards Analysis will be made in accordance with the service list provided by SCE's letter of October 29, 1979 to the Commission. An affidavit attesting to the fact that distribution has been completed will be provided within ten days of amendment docketing.
