South Carolina Electric & Gas Company (SCE&G), acting for itself and as agent for South Carolina Public Service Authority pursuant to 10 CFR 50.90, submitted a License Amendment Request (LAR) per Reference 1 to adopt NFPA 805. NRC review and audit of this request determined that additional information was required When Separated from Attachments, this Transmittal Document is Decontrolled.

Attachments 1 and 2 of this letter provide SCE&G's response to the RAIs.

In addition to responding to RAIs, SCE&G has revised LAR Attachments L and S, which are included as Attachments 3 and 4 of this letter. These attachments replace all previous versions in their entirety. reflects additional defense-in-depth discussions per RAI FPE 14.02 response, and two new additional approval requests. Approval request L12 is a new request related to the potential for oil misting from the reactor coolant pumps. Approval request L13, generated per RAI FPE 14.01 response, is a new request related to use of a performance-based method to establish inspection, testing, and maintenance frequencies for fire protection systems and features generated per RAI FPE 14.01 response. reflects editorial corrections of ECR numbers for penetration seal documentation and a communication upgrade. The 2014 completion date for this communication upgrade is provided in Reference 3. Two Implementation Items have also been added to Table S-2 (Reference 4) in response to PRA RAI 35 and PRA RAI 13. "List of Commitments" reflects the revisions of the ECR number for penetration seal documentation and the due date for Implementation Items (based on Item 22, added per response to PRA 13).
