UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 July 31, 2013 LICENSEE: South Carolina Electric & Gas Company (SCE&G)

FACILITY: Virgil C. Summer Nuclear Station Units 1, 2, and 3

SUBJECT:

SUMMARY

OF JUNE 20,2013, CATEGORY 1 MEETING WITH SOUTH CAROLINA ELECTRIC AND GAS COMPANY, TO DISCUSS VOLUNTARY FIRE PROTECTION RISK INITIATIVE SELF-ASSESSMENT (TAC NO.

ME7586)

On June 20,2013, the U.S. Nuclear Regulatory Commission (NRC) staff conducteda Category 1 public meeting with South Carolina Electric and Gas Company (SCE&G) concerning Virgil C.

Summer Nuclear Station Units 1, 2, and 3 (VCSNS) from the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, MD. The meeting notice is available in the NRC Agencywide Documents Access Management Systems (ADAMS) Accession No. ML13142A157. A portion of the public meeting was closed to the public due to sensitive information presented. The purpose of the meeting was to discuss risk insights from the fire probabilistic risk assessment associated with VCSNS. The licensee's slides are available in ADAMS (Accession Nos. ML13170A130 and ML13170A119). Enclosure 1 contains a list of attendees.

DISCUSSION The licensee discussed VCSNS's self-assessment on performance-based fire modeling. The licensee discussed transient combustible controls for the different assignment levels in the fire zone areas per the performance-based fire modeling. The licensee discussed control room evacuation due to a fire, based on NFPA-805 strategy adoption and highlighted the major differences between the proposed NFPA-805 strategy and current Title 10 to the Code of Federal Regulations Part 50, Appendix R, licensing basis strategy. The licensee indicated that the transition to NFPA-805 strategy will eliminate the self-induced station blackout response for all fire scenarios at VCSNS and that the fire response mitigation strategy will be updated to reflect the changes.

The staff queried the licensee on whether strategies discussed at the public meeting are different than what was submitted in Appendix G of the NFPA-805 license amendment request (ADAMS Accession No. ML11321A172). The licensee wi" submit an amended Appendix G to include the information provided at the meeting.
