WITHDRAWAL OF RELIEF REQUEST NUMBER RR-4-16, PROPOSED ALTERNATIVE LEAK REPAIR ADDITION OF SAFETY INJECTION AND REFUELING WATER TANK BOTTOM LINER, FOURTH 10-YEAR INSERVICE INSPECTION INTERVAL FOR PALISADES NUCLEAR PLANT (TAC NO. MF1495)

Dear Sir:

By letter dated April 25, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13116A020), Entergy Nuclear Operations, Inc. (ENO, the licensee) submitted a relief request number RR-4-16, "Proposed Alternative Leak Repair Addition of Safety Injection and Refueling Water Tank (SIRWT) Bottom Liner, Fourth 10-Year lnservice Inspection Interval."

The request was associated with the use of an alternative to the requirements of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code),Section XI, Article IWA-4000, "Repair/Replacement Activities," specifically IWA-4221, "Construction Code and Owner's Requirements." ENO proposed to install a fiberglass-reinforced vinyl ester liner on the bottom of the SIRWT, as an alternative design equivalent to a Code repair or replacement of the bottom of the SIRWT. Subsequent to the submittal, ENO completed ASME Code compliant repairs to the SIRWT bottom and no longer plans to install a liner in the SIRWT. In a letter dated September 12, 2013 (ADAMS Accession No. ML13255A479), the licensee withdrew the original relief request RR-4-16. The purpose of this letter is to acknowledge the withdrawal of this relief request, and accordingly, technical assignment control number ME1495 will be closed upon issuance of this letter.
