DPR-32 DPR-37 VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 PROPOSED LICENSE AMENDMENT REQUEST REGARDING RELOCATION OF SNUBBER SURVEILLANCE REQUIREMENTS FROM TECHNICAL SPECIFICATION 4.17 TO SNUBBER PROGRAM - SUPPLEMENT By letter dated May 13, 2013 (Serial No.13-271), Virginia Electric and Power Company (Dominion) requested license amendments, in the form of changes to the Technical Specifications (TS) to Facility Operating License Numbers DPR-32 and DPR-37, for Surry Power Station Units 1 and 2, respectively.

The proposed amendments request revision of TS 4.17, "Shock Suppressors (Snubbers)," and the TS 4.17 Bases, as well as addition of TS 6.4.T, "Inservice Examination, Testing, and Service Life Monitoring Program for Snubbers." The proposed change will revise the TS surveillance requirements for snubbers to be in accordance with ASME OM Code, Subsection ISTD, and will relocate the surveillance requirements to the Surry Units 1 and 2 Inservice Examination, Testing, and Service Life Monitoring Program Plans for Snubbers.

During a conference call with the NRC on August 14, 2013, the NRC requested a revision to the proposed change to TS 4.17 to specifically note that the Inservice Examination, Testing, and Service Life Monitoring Program for Snubbers (the Program) referenced therein is defined in TS 6.4.T.

Consequently, the proposed change to TS 4.17 has been revised to specifically state that the Program is defined in TS 6.4.T.

Attachments 1 and 2 provide the revised, marked-up and proposed TS 4.17-1 pages, respectively. Please replace the marked-up and proposed TS 4.17-1 pages provided in our original submittal with the attached pages. As this change is administrative in nature, the information provided by this letter does not affect the significant hazards consideration determination or the environmental consideration that were previously provided in support of the initial license amendment request to relocate the snubber surveillance requirements.

Applicability Applies to all hydraulic and mechanical shock suppressors (snubbers) which are required to protect the Reactor Coolant System and other safety-related systems. Snubbers excluded from this inspection are those installed on non-safety-related systems and then only if their failure or failure of the system on which they are installed would have no adverse effect on any safety-related system.

Objective To specify the minimum frequency and type of surveillance to be applied to the hydraulic and mechanical snubbers required to protect the Reactor Coolant System and other safety-related systems.

A review and evaluation shall be performed and documented to justify continued operation with an unacceptable snubber. If continued operation cannot be justified, the snubber shall be declared inoperable and the action requirements of Specification 3.20 shall be met.
