By letter dated July 26, 2013 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML13219A840), Florida Power & Light Company (the licensee) requested approval of a license amendment request to align St. Lucie Technical Specifications with NUREG-1432, Revision 4, Combustion Engineering Plants Standard Technical Specifications language describing the Administrative Controls requirements for Responsibility and Organization.
In accordance with the Nuclear Regulatory Commissions (NRC's) process as described in LIC-109, "ACCEPTANCE REVIEW PROCEDURES," the NRC staff has performed an acceptance review to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review was also intended to identify whether the request has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has concluded that the subject amendment request does provide technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment request in terms of regulatory requirements and the protection of public health and safety and the environment. If needed, the NRC staff may request additional information to complete its regulatory and technical review.
