PLANS FOR SPENT FUEL POOL ALTERATIONS AND CONFIRMATORY ACTION LETTER (4-12-004) - COMANCHE PEAK NUCLEAR POWER PLANT, UNITS 1 AND 2, COMMITMENTS REGARDING SPENT FUEL POOL STORAGE PRACTICES
Dear Mr. Flores:
The United States Nuclear Regulatory Commission (NRC) issued a Confirmatory Action Letter (CAL) 4-12-004 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML12296A937) dated October 22, 2012, to you that lists your commitments with respect to spent fuel pool controls at the Comanche Peak Nuclear Power Plant, Units 1 and 2, facility. Commitment 2 of CAL 4-12-004 states that Luminant Generation Company, LLC, (Luminant Power), will retain the Region II spent fuel storage racks in both spent fuel pools 1 and 2 in the current as-loaded configuration as of October 11, 2012, for both fuel assemblies and fuel assembly inserts (excluding thimble plugging devices). The CAL also documented your commitment to communicate to the NRC Region IV Regional Administrator in advance if configuration changes are required.
In a letter, dated June 13, 2013, Luminant Power informed the NRC staff of your intention to perform spent fuel pool configuration changes at your Comanche Peak Nuclear Power Plant, Units 1 and 2, facility commencing on August 26, 2013. On June 16, 2013, the NRC and Luminant Power participated in a teleconference to discuss these plans.
The NRC has reviewed your letter and your plans to conduct spent fuel pool configuration changes. Specifically you plan to transfer 288 assemblies from the spent fuel pools to nine dry cask canisters. If any fuel movement beyond these plans is necessary, additional communication with the NRC is requested. The NRC staff has no safety concerns with your plans, provided that Luminant Power implements the spent fuel pool configuration changes UNITED STATES NUCLEAR REGULATORY COMMISSION REGION IV 1600 EAST LAMAR BLVD ARLINGTON, TEXAS 76011-4511
within the constraints listed in your letter to the NRC (see enclosure 1), and Commitment 4 of the Confirmatory Action Letter to maintain Spent Fuel Pool boron concentration at or above 2400 ppm (see enclosure 2).
In accordance with 10 CFR 2.390 of the NRC's Rules of Practice, a copy of this letter and its enclosures will be made available electronically for public inspection in the NRC Public Document Room or from the NRCs document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
