Radioisotope Production Facility Portage, Chippewa & Rock Counties Wisconsin

Dear Ms. Wong:

The U.S. Fish and Wildlife Service (Service) has received your letter dated July 1, 2013, requesting our comments on the subject project. The project entails the construction of a Radioisotope Production facility located in one of three proposed sites within Portage, Chippewa or Rock Counties, Wisconsin. Our comments follow.

Federally-Listed Species, Proposed and Candidate Species, and Critical Habitat The proposed project site -that is located within the City of Stevens Point, Portage County, is within the high potential range of the Karner blue butterfly, a federally-listed species. Habitat for the Karner blue butterfly includes dry sandy prairie, oak savanna, and jack pine areas; it can also be found in dry sandy open scrub-shrub or forested habitats along roadways and utility rights-of-ways, and in forest openings. For more information on the Kamer blue you can go to the following websites: http://dnr.wi.gov/forestry/karner/ and http://www.fws.gov/midwest/Endangered/insects/kbb/index.html.

If any construction is to take place within this site, we recommend that a survey for wild lupine (Lupinus perennis), the host plant of the Karner blue butterfly, first be conducted. Wild lupine is most visible and easiest to survey for during its flowering period beginning in mid to late May.

Lupine surveys can reliably be conducted from mid-May through the end of July. If lupine is found in the project area, then surveys should be conducted for the presence of the Karner blue butterfly. Karner blue butterfly surveys should be conducted during their two flight periods which generally occur in late May through mid-June, and mid-July to mid-August, respectively; flight times vary somewhat with weather conditions. Lupine and Kamer blue butterfly surveys should be conducted by a qualified biologist; survey protocols and forms can be obtained from our office. For information on certified lupine and Karner blue butterfly surveyors you can contact Ms. Jennifer Bardeen, the Wisconsin Karner Blue Butterfly Statewide Habitat

Conservation Plan (HCP) Coordinator at 608-261-6451. If surveys indicate that no butterflies are present, no further consultation is required.

Bald and Golden Eagle Protection Act We note the potential for bald eagles to be within the proposed project area located in the City of Chippewa Falls, Chippewa County, based on known records. Guidance on avoiding disturbance of bald eagles is available at the Service's "Bald Eagle Management Guidelines & Conservation Measures" web site at http://www.fws.gov/midwest/eagle/guidelines/index.html. If there is an active bald eagle nest(s) within the project area we recommend contacting our office for further guidance.

The site located within the City of Janesville, Rock County, has no federally-listed, proposed, or candidate species that would be expected within the project area. No critical habitat is present. If any construction is to take place within these two sites, there is no need for further action as required by the 1973 Endangered Species Act, as amended. Should additional information on listed or proposed species or their critical habitat become available or if project plans change or if portions of the proposed project were not evaluated, it is recommended that you contact our office for further review.

Also, we recommend any habitat disturbance (e.g., tree removal) occur before May 1 or after August 30 to minimize potential impacts to breeding migratory birds, but please be aware that some species may initiate nesting before May 1.
