SUBJECT: ASSIGNMENT OF CROSS CUTTING ASPECTS FOR VIOLATIONS CITED IN NRC INSPECTION REPORT 05000391/2013614

Dear Mr. Skaggs:

This letter serves to document the cross-cutting aspects for the three violations cited in the NRC's final determination letter of June 18, 2013, Agencywide Document Access and Management System (ADAMS) Accession # ML13169A030, EA-13-019. Specifically, violation (VIO)05000391/2013611-01, Commercial Grade Dedication Program Breakdown, has been assigned a cross-cutting aspect in the area of Human Performance in the Resources component because procedure NEDP-8, "Technical Evaluation for Procurement of Materials and Services," Rev. 0018 was not up-to-date with the requirements of 10 CFR Part 21, (H.2.(c)). VIO 05000391/2013611-02, Failure to Make a Required 10 CFR 50.55(e)

Report, has been assigned a cross-cutting aspect in the area of Human Performance in the Resources component because procedure NC-PP-13, "NRC Reporting Requirements," was incomplete such that QA program breakdowns were not reportable unless the breakdown actually resulted in a defect, (H.2.(c)). VIO 05000391/2013611-03, Failure to Identify Significant Condition Adverse to Quality, has been assigned a cross-cutting aspect in the area of Human Performance in the Work Practices component because the owners of the associated corrective action document were not aware that the corrective action procedure contained requirements to re-screen problem evaluation reports when thought to be more significant than initially reported, (H.4.(b)). The cross-cutting aspects were determined using IMC 0310, "Components within the Cross Cutting Areas." If you disagree with the cross-cutting aspect assignment in this letter, you should provide a response within 30 days of the date of this letter, with the basis for your disagreement, to the Regional Administrator, Region II, and the NRC Resident Inspector at the Watts Bar 2 Plant. In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter, and your response (if any) will be made available electronically for public inspection in the NRC Public Document Room or from the NRC's document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html. The NRC also includes significant enforcement actions on its Web site at (http://www.nrc.gov/reading-rm/doc-collections/enforcement/actions/).
