Ken, By letter dated June 10, 2013. You sent a request to change to your Technical Specifications. The proposed change would resolve a non-cited violation (NCV) that was documented in a NRC Inspection Report.

Specifically, the NRC identified an NCV for the failure to verify that safety-related batteries would remain operable if all the inter-cell and terminal connections were at the maximum resistance value allowed by SR 3.8.4.2 and SR 3.8.4.5 (i.e., 150 micro-ohms). The proposed change maintains the existing resistance limit for inter-cell and terminal connections, and adds new acceptance criteria for total battery connection resistance to ensure that QCNPS safety-related batteries can perform their specified safety function.

The purpose of this email is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of the request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff finds the subject request to be acceptable for review in that the application reasonably appears to contain sufficient technical information, both in scope and depth, to complete the detailed technical review and render, in an appropriate time frame, an assessment of the proposed action with regard to applicable regulatory requirements and the protection of public health, safety, and security. The request has the following accession number: ML13161A315.
