Ladies and Gentlemen:
By letter dated April 26, 2012, Carolina Power and Light Company, now doing business as Duke Energy Progress, Inc., submitted the 2011 Annual Radioactive Effluent Release Report. On page 36 of 39 of the attachment to this 2012 letter, a description of changes to the affected pages of revision 33 to the ODCM was provided. In addition, this letter conveyed that a complete copy of the ODCM, revision 33 is (was) being submitted in a separate letter. It has subsequently been self-identified and documented in the plant corrective action program, via Condition Report 607663, that, to-date, this intended submittal of the revision 33 of the entire ODCM has not been provided.
Attached, please find the current revision 33 of the H. B. Robinson Steam Electric Plant, Unit No. 2 (HBRSEP-2) entire 2011 ODCM, which is being provided in accordance with the requirements of 10 CFR 20.106 and 10 CFR 50.36(a) and Technical Specification Section 5.5.1 c.3.
