Dear Mr. Lin:

We are requesting an amendment to Technical Specification 6.1 namely the Organizational Chart entry containing the title Assistant Directorfor Radiation and Reactor Safety (RadiationSafety Officer): We wish to amend the title in this element of the organizational chart to read RadiationSafety Officer.

The rationale is as follows: .

• Originally, before a proper salary had been.established, the AD designation allowed for a competitive salary to be set. A recent salary survey conducted around RSO and related positions suggests that the AD designation would not change the RSO base salary.

• The original title was simply RSO. The duties and responsibilities for this position have no reference to the duties of an AD.

• The RI Nuclear Science Center already has an Assistant Director (of Operations); it doesn't need another and in fact a second individual with that title (and no related responsibilities) could result in a lack of clarity in administrative responsibilities in the chain of command.

• The change will have no impact on the Rhode Island Nuclear Science Center as the position description, responsibilities and authority of the RSO will remain the same. There is no downgrade involved; it is merely a title change.toPbring.clarity to the organizational chart, the proposed amended version of which is attached to this request.

The proposed amendment, which we consider editorial, also aligns the title in the chart with the language-of Specification 6.1 part lc., 6.1;part lf. and 6.2 parts.2 and 4. And 6.3 part 4.

We are simultaneously following through with a similar.request to the State Office of Personnel.
