Acceptance of RiverBend Station Request for Relief RBS-ISI-019 (MF1867)
Barry and Joey, By letter dated May 16, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13141A257), Entergy Operations, Inc. (Entergy, the licensee) submitted relief request RBS-ISI-019 for the River Bend Station, Unit 1 (RBS). The proposed relief request an alternative to specific portions of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, Rules for Inservice Inspection of Nuclear Power Plant Components, using the Boiling Water Reactor Vessel and Internals Project (BWRVIP) guidelines. This relief is requested for the RBS fourth 10-year interval of the Inservice Inspection Program commencing on May 31, 2008 and ending November 30, 2017. The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this relief request.
Pursuant to Section 50.55a(a)(3)(i) of Title 10 of the Code of Federal Regulations (10 CFR), the applicant shall demonstrate that the proposed alternatives would provide an acceptable level of quality and safety, or that compliance with the specified requirements of Section 50.55a would result in hardship or unusual difficulty without a compensating increase in the level of quality or safety.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed requests for relief in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
