ORDER FOR INTERIM SAFEGUARDS AND SECURITY COMPENSATORY MEASURES DATED FEBRUARY 25, 2002 RESCISSION REQUEST REQUESTED BY JULY 1.2014 13-2878 R2 50-305 DPR-43 On February 25,2002, the Nuclear Regulatory Commission (NRC) issued an Order for Interim Safeguards and Security Compensatory Measures to all operating nuclear power reactor licensees (EA-02-026) (the Order). Nuclear Management Company, LLC (NMC) responded to the Order on March 18, 2002 for Kewaunee Power Station (KPS).
On July 5, 2005, the NRC approved the transfer of the Facility Operating License for KPS to Dominion Energy Kewaunee, Inc. (DEK).
In a February 25, 2013 letter (Serial No.13-107), DEK certified to the NRC that it had decided to permanently cease power operations of KPS on May 7, 2013. On May 7, 2013 KPS was shut down. The certification of permanent removal of the fuel from the reactor vessel was submitted to the NRC on May 14, 2013 (Serial No.13-293).
Therefore, pursuant to 10 CFR 50.82(a)(2), the 10 CFR Part 50 license no longer authorizes operation of the reactor or emplacement or retention of fuel into the reactor vesser.

SAFEGUARDS INFORMATION Serial No. 13-2878 EA-02-026 Rescission Request Page 2 of3 Pursuant to Section III of the Order, a request to rescind Interim Compensatory Measure (ICM) 8.1.a is provided in the attachment to this letter. This rescission request is part of the transition from an operating station to non-operating station.
The attachment to this letter contains Safeguards Information as defined by 10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended.
