Licensee: Because no other answer choices are correct, no subsets exist. Also pointed out that the question was on Byron 2012 NRC exam and validated at a success rate of 76.9% for 13 operators. At Braidwood 3 of 8 validators also missed the question (62.5% success rate). Since the question clearly tested a common misconception of dose versus radiation level, the question was deemed SAT as is.
