OUTLINE COMMENTS (initial)

1. Verified the number of applicants to determine if the number of scenarios was adequate.

(There are currently 13 applicants - 9 SROi, 4 RO). SATISFACTORY

2. Noted that the exam date on the outline transmittal letter was incorrect. Typo noted - the correct exam dates are the weeks of 3/25 and 4/1/2013.
3. Questioned whether the RO Equipment Control Admin JPM, R-203, was significantly different from R-204 on the 2011 NRC Exam and R-200 on the 2009 NRC Exam. Verified SATISFACTORY - R-204 was an airline break whereas R-203 involved the hoggers. R-200 involved changing a filter.
4. Questioned whether the SRO Equipment Control Admin JPM, S-205, was significantly different from R-101 on the 2011 NRC Exam. Verified SATISFACTORY - R-101 was a QPTR performance without errors whereas S-205 review with errors present.
5. Questioned whether the SRO JPM, S-107, was significantly different from R-110 on the 2009 NRC Exam. Verified SATISFACTORY - R-110 was a D/G surveillance whereas S-107 reviewed offsite power sources.
6. Questioned whether the JPM, SIM-102, was significantly different from SIM-111 on the 2009 NRC Exam. Verified SATISFACTORY - SIM-102 was not faulted, whereas SIM-111 was alternate path with a stuck rod.
7. Noted that SIM-601 was previously used on the 2011 NRC Exam. A P was added to the Outlines Type Code - Exam Criteria still found to be SATISFACTORY.
8. Questioned whether the JPM, SIM-707, was significantly different from R-304 on the 20011 NRC Exam. Verified SATISFACTORY - SIM-707 requires the applicant to manipulate the RM controls, whereas R-304 involves verification only.
9. Noted that SIM-805 was previously used on the 2009 NRC Exam. A P was added to the Outlines Type Code - Exam Criteria still found to be SATISFACTORY.
10. Questioned whether Scenario NRC 2013-3, Event 4, 1A Letdown (LD) HX Tube Leak, might be better if re-sequenced with Event 5, 1LT-112 Failure. Verified SATISFACTORY as-is at OV.
11. Questioned why Scenario NRC 2013-4, Event 3, 1LT-459 Failure, allowed Excess Letdown LD to be established. Verified SATISFACTORY at OV - Scenario Overview removed the reference to establishing Excess LD.
12. Questioned why Scenarios were not used under Low Power Conditions. Verified SATISFACTORY at OV - Low Power Conditions were addressed adequately in the exam as a whole.
13. Noted that Question 90s KA overlapped with Question 9 (A2.03). Replaced Q # 90s KA with systematically selected un-sampled EPE W/E03 for outline balance - SATISFACTORY.
