ACCEPTANCE REVIEW OF THE REQUEST FOR EXEMPTION FROM PHYSICAL SECURITY REQUIREMENTS - ACCEPTED FOR REVIEW (TAC NO. L24750)

Dear Mr. Lynch:

By letter dated May 16, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13140A105), Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (hereafter, NSPM), submitted an exemption request for the Prairie Island Independent Spent Fuel Storage Installation. The exemption request is for relief from specific physical security requirements. NSPM requests approval of this exemption within one year of the request and upon issuance that the exemption be effective.

This letter acknowledges acceptance of the exemption request submitted by NSPM. The exemption request appears to contain the information needed for our technical review. In NRC Regulatory Issue Summary 2005-31 (ML053480073), when security-related documents are submitted, licensees are encouraged to submit both a public and a non-public version of a document. Per our conversation on June 10, 2013, NSPM will by June 25, 2013, submit through the Document Control Desk a redacted version of the exemption request enclosures.

We have established a schedule for the review. The schedule allows for staff to issue a request for additional information (RAI) in October 2013 and a CoC/SER in February 2014. If no RAI is needed, and based on the staffs evaluation, the approval may be issued at approximately that time. In general, no additional changes to the exemption request should be submitted except for changes resulting from NSPMs response to a RAI.
