SUBJECT:

RESPONSE TO NRC NOTICE OF VIOLATION AND NRC INSPECTION

REPORT 0500298/2013009

Dear Mr. Limpias:

On May 9, 2013, the NRC cited Nebraska Public Power District for Cooper Nuclear Stations

failure to correctly translate design basis requirements associated with the standby liquid control

system test tank into plant procedures as required by 10 CFR 50, Appendix B, Criterion III,

Design Control. The Notice of Violation, enclosed with Inspection Report 05000298/2013009

(ML13130A037), required you to respond in writing within 30 days. You responded by letter

dated June 6, 2013 (ML13162A400).

After reviewing the information you provided in your response to the Notice, we have concluded

that your completed and proposed actions appear to adequately address the regulatory

noncompliance described in the Notice of Violation. We will review your implementation of

these corrective actions during a future inspection to determine whether full compliance has

been restored and whether compliance will be maintained.
