dated June 8, 2012 On March 12, 2012, the NRC issued a letter entitled "Request for Information Pursuant to Title 10 of the Code of Federal Regulations 50.54(f) Regarding Recommendations 2.1, 2.3, and 9.3 of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident" (Reference 1). Enclosure 5 of Reference 1 contains the specific Requested Actions, Requested Information, and Required Response associated with Recommendation 9.3 for Emergency Preparedness - Staffing. In accordance with 10 CFR 50.54, "Conditions of license," paragraph (f), addressees were requested to submit a written response to the information request within 90 days.
In accordance with Reference 1, Enclosure 5, TVA submitted an alternative course of action for performing the requested actions and providing the requested information (Reference 2). of Reference 2 provided a list of commitments TVA made regarding its proposed alternative. The NRC concluded in its June 8, 2012 letter (Reference 3), that TVA provided an adequate basis for its proposed alternative to responding to the request for information regarding communications and staffing for Near-Term Task Force (NTTF) Recommendation 9.3.
The purpose of this letter is to satisfy Commitment No. 5 of Reference 2, Enclosure 3.
Commitment No. 5 stated TVA would provide an updated status of the completion schedule for the Phase 2 Staffing Assessment for the Watts Bar Nuclear Plant (WBN) specifically identifying any potential impact on its completion resulting from the WBN, Unit 2 schedule of completion, by June 7, 2013.
As stated in Reference 2, the proposed June 2015 completion date for the WBN Phase 2 Staffing Assessment was based on the projected schedule for the second refueling outage, after submittal of the February 28, 2013 implementation plans of the operating unit, WBN, Unit
- 1. WBN, Unit 2 remains under construction and the current schedule for initial fuel load of WBN, Unit 2 is June 2015. This is the same date previously provided in Reference 2. As a result, there is currently no impact from completion of WBN, Unit 2 on the estimated completion date of June 2015 for the WBN Phase 2 Staffing Assessment.
The potential exists for TVA to improve the WBN, Unit 2, June 2015 scheduled completion date. Accordingly, TVA will provide a second updated status of the completion schedule for the WBN Phase 2 Staffing Assessment, specifically identifying any potential impact on its completion resulting from the WBN, Unit 2 scheduled completion date, by April 1, 2014.
