Dear Chairperson Macfarlane,

2013 M.AY 24I PM' 1: 59 We ask that the Nuclear Regulatory Commission (NRC) take no action that could lead to any restart of the San Onofre nuclear power plant before the Commission completes its comprehensive investigation and provides full opportunity for public participation.

Southern California Edison (SCE) is seeking to shortcut the licB -LEC -IVVhJ review process by urging the NRC to declare that a license amendment that would enable the restart of the San Onofre facility at 70% power involves no significant hazards. We believe that the public deserves a full and transparent review of the failed San Onofre generators before the NRC considers any potential restart.

In a word play, Edison claims it seeks a "license amendment" a phrase that properly refers only to the process provided by an Adjudicated License Amendment with sworn witnesses, evidentiary hearings and a judicial decision.

Speeding restart of San Onofre through a so-called "license amendment" that shortcuts procedures is totally inappropriate given the troubled history and current condition of the plant, let alone the level of public concern.

SCE's request to weaken its license requirements was made despite evidence showing that there could be a significant hazard from the operation of the deficient steam generators.

Please completely dismiss Edison's request. This latest maneuver by Edison appears to be merely a last-ditch, desperate attempt to avoid a full, public review by the NRC.

I hereby request that you REJECT the request by Southern California Edison for a "License Amendment" to restart the failed San Onofre nuclear generator(s) until your proper oversight is completed as specified below.

This request for fast-track approval of a San Onofre restart without any public hearings or full and transparent procedure that we deserve, is just a ploy to keep San Onofre back in the ratepayers pockets. (and by the way, when can we expect a refund of the money ratepayers have been paying for zero power since the shutdown?)

I request a Fully Adjudicated Public License Amendment Hearing process before any restart, including through Independent safety assessments.

Finding for this proposed license amendment would effectively strip the public of a meaningful role and necessary independent expert testimony in a formal license amendment hearing that we are guaranteed under federal law, and which we have demanded.

I also have many questions, but I will hold these for the meetings except for this one:

"NRC is also contemplating requiring filters to capture vented

radioactive material." was quoted in an article here http://cen.acs.org/articles/91/il3/Nuclear-Retirement-Anxiety.html Do you plan to install such safety filters at San Onofre?

It is somewhat concerning that one of the reactors has been closed permanently.. Perhaps they all should be closed permanently.

There is a new question. Edison plans to layoff hundreds of employees and I believe this is on top of other recent layoffs. Does that leave enough people to run the plant safely? Very important to determine what effect this will have..

I support the call by the Sierra Club for the NRC to dismiss requests by Southern California Edison to shortcut a full license review process for the failed San Onofre nuclear generators. The public deserves better.

Our families deserve better.
