Dear Mayor Nichols:

On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to your letter of May 16, 2013, to Mr. Brian Benney, in which you expressed concerns regarding the proposed restart of San Onofre Nuclear Generating Station (SONGS), Unit 2. In addition, you stated that the public deserves the safety questions to be fully addressed in a transparent hearing that allows testimony by local communities and third party experts. Lastly, you requested that the NRC take no action that could lead to any restart of SONGS before the NRC completes its comprehensive investigation and provides for full opportunity for public participation.

On June 7, 2013, Southern California Edison announced its closure of (SONGS) and, in a letter to the NRC dated June 12, 2013, certified permanent cessation of power operations.

NRC inspection oversight for SONGS will continue until completion of decommissioning.

Decommissioning is a process, outlined in NRC regulations and guidance, for safely removing a facility from service and reducing residual radioactivity to a level that permits restricted or unrestricted use of the property and termination of the NRC license. Throughout this process, the NRC will hold public meetings and post information on the website to keep the public informed.

On behalf of the NRC, I want to thank you for your continued involvement in matters related to nuclear safety. You and your constituents' interest and feedback help us to fulfill our public health and safety mission in an open and transparent manner.
