Dear Sir and Brother:

On behalf of the Laborers' International Union of North America and our 50,000 working men and women working in California, we are writing to express our strong support for Southern California Edison's License Amendment Request (LAR) and No Significant Hazards Determination.

We support the safe restart of the San Onofre Nuclear Generating Station. The NRC has been entrusted with ensuring the safety of nuclear facilities and their workers, many of whom are members of the Laborers International Union of North America Making sure our members have well-paying jobs is important, but nothing is more vital than the safety of the workers and the general public. I would not allow my members to work in an environment that is unsafe.I have been monitoring the NRC meetings and have been closely watching this issue for several months. I am taken aback by the way the regulatory process has deteriorated into a politicized, one-sided circus. A vocal minority is being permitted to highjack important proceedings and undermine public engagement.

On matters as important and complex as the restart of a nuclear power plant, the NRC must safeguard the integrity of what historically has been a rigorous regulatory process to ensure public safety. The focus must be on science and technology.

Benney (bjb)Feel the Power The NRC must ensure all voices are heard and conduct itself as an honest broker of all opinions. We urge you to exercise your oversight authority to prevent long-term damage to the integrity of the NRC. The future of energy in Southern California is depending upon a rigorous, professional, and balanced regulatory process. Our safety depends on it.Trusting that this matter will be heard in openness, fairness and without any prior prejudices, I remain, Sincere urs, Rocco Davis Special Assistant to the General President, Vice President at Large and Pacific Southwest Regional Manager RD:kme
