13915 Mussey Grade Rd Ramona, CA, 92065 General Comment It is hard to believe the NRC will allow a plant with a known defect that could cause a forced shut down to be operated to "see what happens". Its even harder to believe the NRC would state there is no safety hazard operating a plant with such a defect.
With the worst safety record of all the reactors in the country and the uncertainty regarding the steam generator tube vibration problem, it would seem like the NRC has little choice to facilitate a public hearing regarding the SONGS restart.
Your own Atomic Safety and Licensing Board has stated that running reactor 2 at 70% to see if the generator tube vibrations are eliminated would be grounds for a public hearing. Added to that is the fact that nobody seems to know what will happen when reactor 2 is run at reduced power but all of Edison's paid consultants agree eventually the tubes will fatigue and cause a new leak. Its not a question of IF, its a question of WHEN SONGS's generator tubes will leak again.
Your organization's creditability will suffer greatly if you proceed without public input. Regardless of the root cause of the problem, any operational issue with SONGS will be heavily spotlighted without a public hearing.
The impact to the nuclear industry will be far greater than the time and energy spent facilitating a public hearing.

Page 2 of 2 Do yourselves, Edison and your industry a favor and hold the public hearings. The longer you wait and the more you toil the more likely you will encounter litigation and appeals which will further the delay. There really is little choice given that over 7 million people live withing 50 miles of the plant on land that is the most expensive and productive in the world.
A large number of people are relying upon the NRC to do the right thing, keeping public safety the number one priority.
