517 South Main Street Bowling Green, OH, 43402 Organization: Wood County Green Party General Comment The proposed change in the San Ofre operating procedure, reducing the amount of power generated, essentially means that SONGS will become a different reactor, rated for a different power level. Reducing the "benefit" that the reactor provides in terms of electrical generation changes the risk/benefit and cost/benefit calculations used to justify the construction of this reactor in the first place. Such a substantial change at the very least calls for a hearing to reassess these calculations. Very probably, that reassessment will lead to permanent closure of the plant.

Recent decisions of the Commissioners, such as reversing the alternative energy contention in the Davis-Besse relicensing, have thrown into question the NRC's role as an impartial regulator. To simply grant permission for SONGS to restart without even hearing evidence which might prove vital for protecting the people of California would prove that the NRC is a "captured" agency, interested only in the well being of the nuclear industry, and not the citizens of the United States.
