NRC-2013-0070-DRAFT-0183 7 Comment on FR Doc # 2013-08888 c7e, Submitter Information Address: San Clemente, CA, 92672 General Comment As a young mechanical engineer who lives in San Clemente and is very passionate about protecting the environment, I would like to take the opportunity to voice my support for San Onofre. It seems to me a lot of huffing and puffing is getting done by uninformed individuals out of fear. Unfortunately, fear is a powerful motivator and blurring the lines of science and politics. While there can be risks associated with nuclear power, there are risks in everything, including the fossil fuel alternatives to SONGS. I realize the NRC's responsibility is not to concern itself with electrical output or economical matters, but to only focus on the safety concerns.I hope that the huffing and puffing does not encourage you to stray from your responsibility to judge SONGS on whether it is technically safe to operate or not. They are asking to restart the unit at 70% power for only five months. Keep in mind, this unit operated safely for a full fuel cycle at 100% power with very little wear; only a few tubes actually required plugging per their technical specifications.

Nuclear power can be scary, but it is also amazing and powerful.

You are the keepers and protectors of not only the public, but also of this great science that can really make a difference in our environmental future. In closing, I truly hope the NRC focuses on the technical aspects of SONGS restart plan and allows them to restart as soon as possible.

They're plan is conservative, reasonable and supported by multiple competing vendors and experts. Please don't let fear drown out the sound judgement and work of passionate and safe engineers trying to do the right thing for our environment.
