General Comment I urge the restart of San Onofre at a reduced power level in order to a) confirm the postulated non-interaction of the steam generator tubes at the 70% power level and b) provide for needed electrical power for the Southern California region for the upcoming summer months. I do not believe this action will compromise the safety of the plant or endanger the public in any way based on my knowledge of engineering principles and practice as a registered professional engineer (nuclear).
