Dear Madam:
My name is Larry Kramer. I am a former Mayor and am presently on the City Council of San Juan Capistrano and thus live in close proximity to San Onofre Nuclear Generating Station (SONGS). I am writing for myself and my views do not necessarily reflect those of the City Council. I am writing in support of Southern California Edison's License Amendment Request.
As a background, I have a degree in Electrical Engineering and I served in the Navy for 30 years in nuclear powered submarines. I commanded three nuclear submarines. I have attended every local meeting the NRC has held on SONGS since the leak occurred.
I am hopeful that the NRC will find that it is safe to restart SONGS unit 2 and that it will be up and running at powerby this summer. We all agree that public safety comes first.
and foremost and I recognize that the NRC is the expert on safety. I am encouraging the NRC to conduct a careful review in accordance with established regulatory processes.
From what I have learned, Edison is taking precautions to insure that what happened with Unit 3 will not happen with Unit 2. In addition to proposing operating at only 70% of rated power they have conducted extensive testing and plugged tubes in the area where damage was found in Unit 3.
Nothing is without some risk. We do not live in a risk free society; the human race has never lived risk free. There is always the possibility that there would be another tube leak but the operators on SONGS have proved that they are very capable of taking quick and correct action should it occur. The amount of radiation that leaked from the leak before was not hazardous to the workers at SONGS or to the general population.
Not starting up SONGS could have significant short and long term negative consequences. Last summer we had the power station at Huntington Beach to provide voltage support and also cushion the loss of power from SONGS. Last summer was not terribly hot for an extended period of time so the power demand was not excessive. There were no major fires and no interruption of power from outside the area. We have already had major fires this year and the prediction for more fires is ominous.
Our economy is just coming back. In San Juan Capistrano we are facing a major economic challenge for the next two years as our major freeway, interchange is being rebuilt thus travel in and out of our city may be challenging. The addition of unreliable power would set back our business community many years.

The city of San Juan Capistrano works very closely with SONGS on a regular basis on emergency preparations. We have an excellent working relationship with them.
Nuclear power plants have a great track record in the United States. They are a safe, base loaded, clean source of energy. I urge the NRC to allow SONGS to restart Unit 2.
