Dear Chief Bladey and Commissioners:

CAJ I am writing on behalf of the San Gabriel Valley Council of Governments (SGVCOG) in support of Southern California Edison's proposed amendment to their Facility Operating License for the San Onofre Nuclear Generating Station. The SGVCOG is a regional planning organization that represents the thirty-one incorporated cities and unincorporated communities in Los Angeles - collectively home to more than 2 million residents - and works collaboratively on projects of regional significance to help forge a consensus on addressing issues that impact the Valley's cities and unincorporated areas.

The San Onofre Nuclear Generating Station provides a critical source of baseload generation and voltage support in the region, producing 19% of the power used by SCE customers when operating.

As summer approaches, we face the possibility of rolling blackouts and skyrocketing energy costs, which would be devastating for our communities and residents during these tough economic times. In addition, because the San Onofre plant utilizes nuclear energy, ii is virtually free of carbon emissions.

Ut is critical to rely on these alternative energy sources, such as nuclear energy, in order to reduce greenhouse gas emissions and protect the air quality and health for our communities and residents.

Public safety is and always will be the highest priority. We request that you make your decision regarding the operations of the plant after an expeditious and careful review made in accordance with established, fact-driven regulatory procedures.

This is a critical issue for all residents of the San Gabriel Valley, as well as the entire Southern California region, and we ask that you carefully weigh the facts in making your determination.
