FERMI POWER PLANT, UNIT 2 - NOTIFICATION OF NRC INSPECTION AND REQUEST FOR INFORMATION

Dear Mr. Plona:

By a letter dated February 8, 2013, the Nuclear Regulatory Commission (NRC) communicated to you its intent to perform a supplemental inspection to review your evaluation of the root and contributing cause(s) and corrective actions for a White performance indictor at your Fermi Power Plant. The Unplanned Scrams per 7000 Critical Hours performance indicator crossed the Green-to-White threshold due to a reactor scram that occurred in the 4th quarter of 2012 and two previous scrams.

On May 7, 2013, we were notified by your staff that applicable corrective actions to address the White performance indicator had either been completed or initiated, and that you were ready for the NRC to conduct our supplemental inspection to review the actions taken to address it.

Accordingly, we plan to conduct a supplemental inspection, beginning on June 10, 2013, at the Fermi Power Plant using Inspection Procedure 95001, Inspection for One or Two White Inputs in a Strategic Performance Area. This on-site inspection is scheduled to be performed June 10 through June 14, 2013. In order to minimize the impact to your staff and to ensure a productive inspection for both organizations, we have enclosed a request for documents needed for this inspection. The documents identified are those that the inspector will need upon arrival at the site. It is important that all of these documents are up-to-date and complete in order to minimize the number of additional documents requested during the inspection.

We have discussed the schedule for the inspection with your staff and understand that our regulatory contact for this inspection will be Ms. A. Manoharan of your organization. All corrective actions implemented for the identified issue(s), including the schedule established for implementing and completing the corrective actions; Your assessment/evaluation of the effectiveness of the corrective actions that have been implemented; and All supporting documents or records associated with your corrective actions implemented for the identified issue(s), including plant procedure changes, Operating Experience Program changes, training requests, training completion records, etc.
