ASSESSMENT FOLLOW-UP LETTER FOR FERMI POWER PLANT, UNIT 2
Dear Mr. Plona:
As a result of our quarterly review of plant performance, which was completed February 4, 2013, the NRC updated its assessment of Fermi Power Plant, Unit 2. The NRCs evaluation consisted of a review of performance indicators and inspection results. This letter informs you of the NRCs assessment of your facility and its plans for a future inspection. This letter supplements, but does not supersede, the mid-cycle assessment letter issued on September 4, 2012 (ADAMS Accession No. ML12248A370). It does change the performance assessment in the assessment follow-up letter issued on October 15, 2012 (ADAMS Accession No. ML12289A766).
The NRC's review of Fermi Unit 2 identified that the Unplanned Scrams per 7000 Critical Hours performance indicator (PI) has crossed the Green-to-White threshold. The change was due to the reactor scram that occurred in the 4th quarter of 2012 and two previous scrams.
The NRC determined that the performance at Fermi Power Plant Unit 2 because of the change in the PI to be in the Regulatory Response Column of the Reactor Oversight Process Action Matrix beginning in the 4th quarter of 2012. Consistent with the guidance in Inspection Manual Chapter 0305, "Operating Reactor Assessment Program," the NRC will conduct a supplemental inspection using Inspection Procedure 95001, "Supplemental Inspection for One or Two Inputs in a Strategic Performance Area." The objectives of the inspection are to provide assurance that the root causes and contributing causes of the risk-significant performance issues that caused the PI change are understood, the extent of condition and the extent of cause of the risk-significant performance issues are identified, and your corrective actions for the risk-significant performance issues are sufficient to address the root and contributing causes and prevent recurrence. The NRC requests that your staff notify us in writing of your readiness for the NRC to conduct the supplemental inspection.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Document Access and Management System (ADAMS).
