17172 Bolsa Chica St. #4 Huntington Beach, CA, 92649 General Comment RE:Docket ID NRC-2013-0070 I would request that the plant at San Onofre be denied the permits and permission to restart. The recent issues with safety and the lack of transparency are too much to risk on a 40 year old plant in a seismically active region such as the Coast of California.

The redesigned steam pipes failed in less time than estimated, i.e., in a year and a half versus 10 years; so even at 70% power I do not believe that their design is safe and to protect the public this plant should be permanently closed & decommissioned.
