"Design Features" In accordance with the provisions of 10 CFR 50.90, STP Nuclear Operating Company (STPNOC) hereby requests a license amendment to South Texas Project Operating Licenses NPF-76 and NPF-80. This proposed license amendment revises Technical Specification (TS) 5.1, "Site," Figures with respect to the removal of the Visitor's Center building and references to the location of the Emergency Operations Facility.

The Enclosure provides a technical and regulatory evaluation of the changes demonstrating that no significant hazards will result from the change. Proposed TS page markups are included as an attachment to the Enclosure.

The STPNOC Plant Operations Review Committee has reviewed and concurred with the proposed change to the Technical Specifications.

STPNOC requests approval of this license amendment application by the end of February 2014 with a 30-day implementation period to provide time to revise applicable STP licensing documents.

In accordance with 10 CFR 50.91(b), STPNOC is notifying the State of Texas of this request for license amendment by providing a copy of this letter and the Enclosure.

There are no commitments in this letter.

SUMMARY

DESCRIPTION The proposed license amendment would revise figures located in Technical Specification (TS) 5.1, "Site". Specifically, the change removes the Visitor's Center building and reference to the onsite Emergency Operations Facility (EOF). Attachment 1 provides the markups for the TS pages.

2.0 DETAILED DESCRIPTION TS 5.1 "Site" Figures 5.1-1 through 5.1-4 identify a Visitor's Center. The Visitor's Center has been demolished. TS 5.1 "Site" Figures 5.1-1, 5.1-3 and 5.1-4 identify the Emergency Operations Facility within the Nuclear Trining Facility. The EOF was relocated to Bay City, Texas approximately 12.5 air miles no.rth north-east of the Station, in the Center for Energy Development building. The relocation of the EOF did not represent a decrease in effectiveness of the Emergency Plan (EP) and did not require prior NRC approval. Reference 6.1 provided notification to the NRC of the EOF relocotion.

3.0 TECHNICAL EVALUATION

The proposed changes to Figures 5.1-1 through 5.1-4 are aýdministrative in nature. Figures 5.1-1 through 5.1-4 contain information beyond the criteria of 10CFR50.36(c)(4) for inclusion in the Design Features section of the Technical Specifications. The new location of the EOF is described in the STP Updated Final Safety Analysis Report (UFSAR) and the STP EP.

The Technical Specification Figure 5.1-1 is a map of the site showing the Exclusion Area as described in the STP UFSAR and the meteorological tower locations. The proposed changes to this figure are the deletion of the Visitor's Center and reference to the onsite EOF. There are no changes to the Exclusion Area as described in the UFSAR.

Figure 5.1-2 is a map of the site showing the Low Population Zone (LPZ) as described in the STP UFSAR. The proposed change to this figure is the deletion of the Visitor's Center. There are no changes to the LPZ as described in the UFSAR.

Figure 5.1-3 is a map identifying the site boundary for radioactive gaseous effluents. In addition the figure identifies structure and release point locations, and areas within the site boundary that are accessible to mernbcrs of the general public. The proposed changer to this figure are the deletion of the Visitor's CL t er and refera to the onsite EOF. There is no change to the site boundary for radioactive g .Jeous effluIsor to the areas closed to public use around the fenced-in plant area (i.e., protccted area). Also, this change does not affect the methodology or parameters used in the Offsite Do3e Calculation Manual for the calculation of radioactive gaseous effluents from 'he plant.

Figure 5.1-4 identifies the location of the liquid effluent discharge into the Colorado River. Also shown is the site boundary for radioactive liquid effluents that is accessible to the public. The proposed changes to this figure are the deletion of the Visitor's Center and reference to the onsite EOF. There are no changes to the site boundary for radioactive liquid effluents or changes to the area closed to public use around the discharge point to the Colorado River.

Also, this change does not affect the methodology or parameters used in the Offsite Dose Calculation Manual for the calculation of radioactive liquid effluents into the Colorado River.

4.0 REGULATORY EVALUATION

4.1 Applicable Regulatory Requirements/Criteria 10CFR50.36(c)(4) Design features. Design features to be included are those features of the facility such as materials of construction and geometric arrangements, which, if altered or modified, would have a significant effect on safety and are not covered in categories described in paragraphs (c) (1), (2), and (3) of this section.

4.2 Significant Hazards Considera'ion STP has evaluated whether or not a significant hazards consideration is involved with the proposed anmendment by focusing on the three standards set forth in 10CFR50.92, "Issuance of amendment," as discussed below.

1) Does the proposed change involve a significant increase in the probability or consequences of an accident previously evaluated?

Response: No The proposed change is an administrative change to STP TS design features to remove reference to the Visitor's Center and onsite EOF. The design function of structures, systems and components (SSC) important to safety are not impacted by the proposed change. The proposed change will not initiate an event. The proposed change does not alter or prevent the ability of SSCs from performing their intended function to mitigate the consequences of an initiating event.

Therefore, the proposed change does not involve a significant increase in the probability or consequences of an accident previously evaluated.

2) Does the proposed change create the possibility of a new or different kind of accident from any accident previously evaluated?

Response: No The proposed change is an admini,-.ico Z hange to STP TS design features to remove reference to the Visitor's: Center ar." E!OF. The Froposed change does not impact create the possibility of a new or d~ix~rent kind of accidunt from any ý.ccident previously evaluated. There are no new failure modes or mechanisms associated with the proposed change. This change does not involve any modification in operational limits or physical design of equipment important to safety.

Therefore, the proposed change does not involve a different kind of accident from any accident previously evaluated.

3) Does the proposed change involve a significant reduction in a margin of safety?

Response: No The proposed change is an administrative change to STP TS design features to remove reference to the Visitor's Center and onsite EOF. The proposed change does not impact TS safety limits, TS limiting safety system set points, or the results of any of the safety analyses.

Therefore, the proposed change d.)e. not involve a significant reduction in a margin of safety.

Based on the above, STPNOC concludes that the proposed amendments do not involve a significant hazards consideration under the standards set forth in 10 CFR 50.92(c), and, accordingly, a finding of "no significant hazards consideration" is justified.

4.3 CONCLUSION

Based on the considerations discussed above, (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.

5.0 ENVIRONMENTAL CONSIDERATION

S STPNOC has evaluated the proposed amendment for environmental considerations. The proposed amendment is confined to (i) changes to surety, insurance, and/or indemnity requirements, or (ii) changes to recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the proposed amendment meets the eligibility criterion for categorical exclusion set forth in 10 CFR 51.22(c)(10). Therefore, pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the proposed amendment.
