'/63 General Comment I write to request a rejection by the N.R.C. of the "Application and Amendment to Facility Operating License Involving Proposed No Significant Hazards" regarding the San Onofre Nuclear Generating Station, Unit 2. A full adjudicated license amendment hearing with testimony from independent experts should be held before Southern California Edison restarts the unit. A full understanding of the extensive damage at the reactors and the safety of any proposed repairs should be carefully and openly considered. Otherwise, there is a risk of a leak of significant amounts of radiation. As a physician, I am concerned that the population from San Diego to Los Angeles could be exposed to radiation that will cause cancers and genetic defects. Women, children and unborn fetuses would be especially vulnerable. Health and safety must be the first priority.
