Office of Administration Mail Stop: TWB-05-BO1M U.S. Nuclear Regulatory Commission Washington, DC 20555-0001 By Email: Cindy.Bladevynrc.qov Beyond Nuclear comments in support of Friends of the Earth and Natural Resource Defense Council's opposition to NRC Finding of "No Significant Hazard" Determination for Southern California Edison application for a license amendment of the San Onofre Nuclear Generation Station On behalf of Beyond Nuclear, I am providing the following comments in support of opposition to the US Nuclear Regulatory Commission (NRC) finding of a "No Significant Hazard" Determination as published in the Federal Register, Volume 78, Number 73, April16, 2013.1 The Federal Register Notice states that Southern California Edison (SCE) seeks to temporarily change to its operating license as identified, "The proposed amendment makes a temporary change to the steam generator management program and the license condition for maximum power. For the duration of Unit 2, Cycle 17, the proposed amendment would change the terms

under conditions associated with reactor core power levels up to 70 percent Rated Thermal Power (2406.6 megawatts thermal). Before any issuance of the proposed license amendment, the Commission will have made findings required by the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regulations. The Commission has made a proposed determination that the license amendment request involves no significant hazards consideration.' 2 Beyond Nuclear echoes in support of the attached submittal of Friends of the Earth and the Natural Resources Defense Council dated May 16, 2013.3 Beyond Nuclear similarly requests that the NRC withdraw the Finding of No Significant Hazard Determination.
